Congressman Noches is a politician used as a pawn by the Joker to stage his final battle against Batman. During a sexual liaison with a callgirl named Elsie, Noches was put into a hypnotic state by Joker's Mind Control Lipstick. He draped himself in an American flag, walked out onto the 40 story ledge, and utilized a bull horn to issue a rant demanding a full nuclear strike on Corto Maltese. As police got too close, Noches was startled and fell to his death.
