GCPD Central is the headquarters of the Gotham City Police Department. On the rooftop is the Batsignal, used by Commissioner Gordon to meet with Batman on cases. Following the first battle between Batman and the Mutants, the leader and 83 members were arrested and held in lock up at GCPD Central. As part of a plan to defeat the Mutant Gang, Batman requested the leader be freed. Unable to get past the doors, the Mutant Leader went into the duct system and emerged at the Pipe where Batman was waiting for him.
