Corto Maltese is a Latin America island nation with two million citizens. The Soviet Union and United States of America came into conflict over the nation. The Soviets declared American presence as pure fascist aggression and pledged total military commitment towards ousting them. Superman engaged Soviet forces in combat. The U.S. military imposed a communications blackout for the 500 mile area surrounding Corto Maltese amid reports of severe weather affecting the ongoing battle. The Joker used Mind Control Lipstick in a plot to fully distract Superman with the conflict. A hypnotized Congressman Noches went out ontp the 40 story ledge of Gotham Vista Hotel and demanded a full nuclear strike on Corto Maltese.
American forces were victorious and Soviets withdrew. However, the Soviets fired a Coldbringer warhead at the island. Superman came to the defense of the 50,000 troops stationed and citizens and redirected it but the true purpose was to cripple the U.S. mainland.
