Arkham Home for the Emotionally Troubled is a psychiatric hospital for the criminally insane. It has become infamous for holding most of Batman's legally insane rogue's gallery and for frequent escapes of said villains. Following Batman's retirement, Joker and Two-Face remained in Arkham's Intensive Treatment Ward. Two-Face was released after he was 'rehabilitated' by Dr. Willing and Dr. Wolper. The flood of coverage on Batman's return awakened the catatonic Joker. Three months later, Wolper attained a day pass for the Joker to leave Arkham to attend an episode of "The David Endochrine Show."
