Herbert Zeigler is a renowned philanthropist and accomplished pianist in Gotham City. Zeigler's status gave him a strong influence on the members of City Council. 30 years ago, he was the producer of the game show, Think, Thank, Thunk. When the contestant Artie Brown kept on winning, Zeigler rigged the show to make Brown lose. Since he held sway with the City Council, Brown's mother's lawsuit was dismissed and he got away.
Decades later, while performing Beethoven's Moonlight Sonata, Opus 27, No. 2, Zeigler was embarassed by a whoopi cushion and kidnapped by a duck. Zeigler awoke as a prisoner of Artie Brown, now calling himself the Cluemaster. Zeigler and the rest of the prisoners were rescued by the Batman.
