Paul Karon is the founder and head of Karon Industries, based in Gotham City. Karon appears to vie for military contracts and develops weapons systems that cater to their needs such as the Exo Legs and a device that could emit low frequency sound waves for demolition purposes.
When Karon was demonstrating the sound wave tool, the Joker appeared and tried to steal it. The Batman arrived, but it was too later. Karon was trapped under a pile of debris and crippled from the waist down. Since then, he has taken to the philosophy that the Batman is the root cause of the super villain fringe. Upon further testing, Karon realized the Exo Legs had non-military applications and he could walk again. After meeting with the Batman, Karon accepted that the vigilante, Rumor, was his bodyguard. Karon felt he crossed a line and revealed the locations of all buildings owned by Karon Industries in an effort to find Rumor's hideout.
