Judge Wigzell works in the Gotham circuit and was the judge that tried the Joker when he was first captured. Wigzell gave him a life sentence. After the Joker escaped, Wigzell was his first target. He was encased in a giant card modeled after the King of Spades. After the Joker collected all of those who slighted him, he began his next phase by dropping Wigzell into the nearby Gotham Bay. He was later recovered by the police after the Batman defeated the Joker again.
