Dr. Bagley is the head psychiatrist at Arkham Asylum and is responsible for day to day operations. Bagley took advantage of the fame that came with incarcerating Gotham City's new criminal fringe and became a staple in social circles. The Joker once exploited his vanity by luring Bagley to the Gotham Palace Theater. Months later, Bagley was replaced by Hugo Strange, most likely through some form of manipulation.
