Angel Rojas is the Chief of Police in Gotham City. Direct and abrasive, Rojas often embarasses himself at social gatherings and casts the Gotham Police Department as a strict regime. In his tenure, Rojas has witnessed the appearance of the Batman, and shortly after him, that of costumed super villains. He refused to endorse the Batman and wanted him brought to justice like any other criminal. In his mind, Rojas likens the Batman as a light that the villains, moths, are attracted to. Taking care of Batman would solve the city's crime rate.

After six months of failures, Rojas issued a zero tolerance policy in regards to anyone with costumes. He also placed more pressure on Detectives Bennett and Yin to personally capture the Batman. When Bennett was kidnapped and tortured by the Joker, pending his release, Rojas decided to suspend Bennett. Bennett then mutated into Clayface and attacked Rojas twice. Months later, Rojas finally discovered Detective Yin was secretly working with the Batman and stripped her of her badge. However, when Yin and the Batman defeated the Joker, the Penguin, and the Riddler, Police Commissioner Gordon stepped in and reactivated her. Gordon took a more active role with the police and replaced Rojas as the public face of the department.
