A scientist in Gotham City used sonic technology to create a device he named the Sonice Emitter. He originally encoded the Emitter to communicate with birds. A second was created to communicate with bats. The Penguin learned of the device and planned to steal the original in order to control a condor he couldn't train. Instead, the bat device was stolen and the Penguin was in control of the Man Bat. The Batman used the Batwave to find the unique frequency and took control of Man Bat and defeated the Penguin.
