After the Joining, Lex Luthor became concerned with saving the world. Since there was no central command in place to guide the world's military forces, he created an army of robots in a Gotham division. They were actually aerial wireless transmitters that would target the most strategic military installations in the world and interface with defense systems. Luthor would be in charge of a single worldwide army.
As Batman and Robin attacked the control console, Superman tried to destroy the launch silos. Meanwhile Luthor manned and activated a giant version of the robot but was defeated and taken to jail.
