Atop Gotham City Police Department Headquarters, a Klieg searchlight was modified with the symbol of the Batman and used during a high profile cases that warranted his assistance. Police Commissioner Gordon had it made and ideally, it was witness to their first official meeting as allies. It also has the extra benefit of striking fear into the hearts of criminals.
Ultimately, Gordon has enough clout to avoid being reprimanded for use of the signal. However, the signal is only lit for two hours. If Gordon gets no response, he goes forward with the investigation without the Batman. Others have utilized the signal for their own purposes. The Batman once used it to draw out Batgirl and award her with an official arsenal after their case against Maxie Zeus. Clayface used it to draw out the second Clayface.
