On Thanagar, Paran Katar, a famous ornithologist and inventor, had a son named Katar Hol. Katar was credited with creating Nth metal and engineering wings for Thanagarians. When the planet was invaded by marauding Manhawks, an 18 year old Hol disguised himself and infiltrated the Manhawk's base. Katar used his son's gathered intelligence to create a battle suit that utilized his Nth Metal. Katar Hol managed to drive the Manhawks off the planet. To combat further crime, the government established a Hawk Police.

Katar Hol was one of the first recruits and quickly became one of the most effective police officers. While on the Rainbow Raiders case, he was teamed up with a rookie named Shayera Thal. The two soon fell in love and married. While chasing Thanagarian criminals to Earth, they decided to settle in Midway City and learn more about human police law enforcement. They took on aliases of Carter and Shiera Hall and became museum curators. Police Commissioner George Emmett was privy to their secret and agreed to their occassional help against super villains.

After the Joining, Hawkman was recruited by the Martian Manhunter to join the Justice League. After learning of Shadow Thief's location in Gotham City, Hawkman arrived to assist Batman and Robin. He was impressed by the set up of the Batcave and compared it to police headquarters on Thanagar. During Black Mask's daring theft, Hawkman used his strength to carry the gem depository into the Gotham Harbor than risk it crushing civilians. Afterwards, Hawkman took custody of Shadow Thief and escorted him back to Midway City.

After Hawkman was absent for a week, and with Superman and Flash's disappearances, the rest of the Justice League began to suspect foul play. Hawkman later got his powers back by using one of Batman's doomsday scenario weapons, a net gun, on his superdroid counterpart. With the invasion beginning, Hawkman helped fight off the Joining ships.
