Tony Zucco grew up as a circus performer with his father. Tony threw knives while his father was tied to a wheel. Most likely Zucco killed his father and pocketed the insurance money. He began a life of crime in Gotham and extorted various businesses with his two brothers.
John Grayson refused to pay Zucco and the Batman then captured one of the Zucco brothers. Insane with revenge, he sabotaged the Flying Graysons' high wire act and watched as John and Mary Grayson fell to their deaths. Bruce Wayne adopted the orphaned Dick Grayson and as the Batman, began to shake down Old Gotham hard. He traced Zucco's DNA on a toothpick to two exclusive institutions, Garrett's Family Restaurant and the Ice Pick Club.
After interrogating his brother, the Batman realized Zucco was hiding at Haley's Circus. He was accompanied by Dick Grayson, in costume. Grayson spared Zucco and turned him over to the Gotham Police for murder.
