Rupert Thorne is a Gotham crime boss. After three years, the Batman rooted out and defeated every criminal enterprise. Thorne was the last due to his influence on City Hall. However, it was only a matter of time and the Batman captured him.
Thorne returned to his post but at a diminished capacity. A lunatic super villain fringe filled the power void left by the mobsters in Gotham City. Years later, Thorne was one of the criminals kidnapped by Rumor and sentenced to his twisted execution. He was saved by the Batman and Robin.
