In the mid-18th century, Eastern European laborers were brought to America to help finish construction of Gotham City. Three businessmen conspired to use their homes as a dumping ground for illegal waste. The laborers plotted revenge on on Halloween, they used their knowledge of magic to create a zombie from the swamp and named it Solomon Grundy. Grundy would rise every Halloween during a total lunar eclipse and haunt the descendants of the businessmen until they were impoverished like the laborers were.
Centuries later, the original Clayface used the legend as a cover to avoid implication. He robbed the descendants as Grundy but the Batman deduced his true identity. While the Batman debunked it, Alfred Pennyworth still believed in the legend. Whether Grundy will rise again or not, is subject to debate.
