Carl Sands spent some time in Japan and mastered ninjutsu. Sands abused his teachings and became an industrial saboteur for hire. Sands' life changed when he was hired by Byth, a Thanagarian criminal, to steal the space ship of Hawkman. To aid in the theft, he was given the Dimensionmeter, a wrist device that gives him two-dimensional abilities and can be solid at will.
As the Shadow Thief, he quickly became a constant enemy of Hawkman and garnered a reputation as the most reckless and elusive criminal on Earth and Thanagar. Hawkman's Nth Metal weapons are the only known objects that can damage him while he is in his shadow state. Years later, he was hired by Black Mask to help him steal a rare meteorite containing Nth Metal. While the False Face Society stole the gem depository, Thief was tasked with creating a diversion. He coated train tracks with antigravity powder. Thief was defeated after his device was shorted out and extradited to Midway City.
