Kilgore Steed is a famous hunter who built up so much wealth that he bought and moved to a private island off the coast of Gotham City. After capturing every animal, Steed still desired the thrill of the hunt and began going after endangered species. To avoid prosecution, Steed often arranged for others to steal the animals and transport them to his private island. The animals would then be subjected to his safari maze, riddled with death traps.
Even in his elderly years, Steed continued to make these deals. After the arrival of a pair of Black Siberian Leopards, he hired the Joker to steal them. In return, Steed would gift the Joker with a pair of albino Laughing Hyenas. The Joker took the hyenas and doused Steed with Joker Gas. He then tried to use the island to kill the Batman, Batgirl, and Catwoman but failed. It is unknown if the Batman was able to administer the antidote to Steed in time.
