Mario is the personal bodyguard of businessman, Paul Karon. During a demonstration, Karon was attacked by the Joker and crippled by loose debris. Mario blamed himself for the incident and it began to focalize as a pathological need to rectify the past.
The opportunity came when Karon created the Exo Legs for a government contract. Designed to render its user invisible, the exo suit uses light refracting nanofibers to absorb body heat. Only an infrared scanner can detect the suit. As Rumor, he planned to capture every criminal in Gotham and execute them. He knew the Batman followed a code and would never use such a solution.
In the end, he captured around 36 villains and imprisoned them in one of Karon's old factories. He then planned to use Karon's sound device to kill them one by one. However, the Batman deduced his identity and convinced Karon to help them narrow down the hideout. The Batman and Robin defeated Rumor, then had to contend with all of the released villains.
