Victor Fries was once a common bank robber in Gotham City. After stealing diamonds, Fries led the Batman on a daring car chase. He lost control and abandoned it. The Batman confronted Fries in a cyronics lab. In the scuffle, Fries was trapped in a damaged cyronic chamber and electrocuted. The blood in his veins froze and he was mutated into a metahuman. After waking up Fries forced a scientist to create a cold suit and sonic pick for him. Mr. Freeze was born.

Mr. Freeze became bored with crime and believed he was now destined for a greater purpose, to rule Gotham City. After defeating the Batman, Mr. Freeze established his base at the Gotham Municipal Park and turned it into a winter wonderland. The Batman returned with a weatherproofed suit and used heat-based weapons to defeat Freeze. Months later, he escaped Arkham Asylum and hired Firefly to steal components from various technologies firms to build a cryo-accelerator. The device would amplify Freeze's cyrokinetic powers tenfold and strategically placed near the Gotham boiler room, he could freeze city blocks in an instant. Their first target was the Police Gala, then City Hall. The Batman confronted the duo and tricked Firefly into attacking the accelerator. Meanwhile, the Batman reactivated the boiler and neutralized Freeze.

Months later, Freeze learned of a lost Cobblepot treasure that included the Tudor Royal Diamonds. Eager to use the diamonds to fuel his plans, Freeze was in a race against the Penguin to find the treasure. He kidnapped Alfred Pennyworth to learn the location of the treasure, at the bottom of Gotham Harbor. Freeze constructed a giant ice tunnel and fought the Penguin and the Batman for the diamonds. The tunnel collapsed on the villains. The police later fished them out and turned them over to Arkham Asylum. Months later, he was one of the villains kidnapped by Rumor. He was defeated and returned to Arkham. Not a short time later, he helped stave off forces of the Joining with other inmates of the Asylum and Gotham Police.

A year later, Mr. Freeze escaped prison and was part of a collective hired by Lex Luthor to kill Superman. Black Mask would weaken him with red sun radiation, Clayface would disorient him, and Mr. Freeze would trap him in a block of ice and suffocate him. They underestimated Superman and were defeated when the Batman and Robin appeared to help him. Over the decades, Freeze's physical condition began to deteriote. His legs were replaced with mechanical crawlers and most likely unhinged his already unstable mind and expanded his megalomania.

In the year 2027, Mr. Freeze attacked Gotham Airport to secure the African Star diamond. The diamond's unique properties would serve as an energy amplifier for his Cyro-Cannon and take over Gotham once and for all. Mr. Freeze's flame-proof cybernetics and shatterproof internal liquid nitrogen supply made him a formidable force. The Batman used the African Star to pierce his exosuit and inject an Anti-Freeze solution then remote commanded the Batwing to crash into him at top speed. Freeze's suit was destroyed but he survived and crawled away into a secret hideout where he would rest in a cyrochamber.

1000 years later, on August 8, 3027, Mr. Freeze was reawakened and rampaged through New Gotham City. The Gotham Police discovered the Batcave and reactivated the Batwave to find a way to stop Freeze. A group of officers programmed hologram projectors to make them appear like the Batman. In the confusion, Freeze was attacked and hit with Anti-Freeze diamond injectors. Completely neutralized, Mr. Freeze was imprisoned in a chamber filled with the solution within the Batcave.
