Maximillian Zeus was a Gotham-based billionaire technology mogul. He ran against Mayor Grange, who was campaigning for a second term. Zeus appeared to be winning until he revealed plans for a Greek-inspired private security force to replace the police.
After losing, Zeus launched his airship, New Olympus, and vowed to destroy City Hall with his Thunder Cannon and force the residents of Gotham to erect a temple in his honor. Batgirl and the Batman boarded the ship to stop him. While Batgirl sabotaged his Engine Room, the Batman fought his way through the ship. The Batman overpowered him and parachuted out of the ship while Batgirl landed it in Gotham Harbor.
