Hideo Katsu is a leader in Japan's Yakuza mob. After three years, Gotham's mob power structure was weakened by the Batman. Katsu intended the Yakuza to fill the void and moved to Gotham to set up operations. He hid a data disc containing the Yakuza's secret family chart in the Murakami Lion, which became a target of Catwoman. Fearing she was working for a rival family, Katsu ordered her execution. However, the Batman intervened and Katsu was arrested by Gotham Police.
