Gotham City became notorious for crime and corruption. Organized crime dominated the city unchecked by the Gotham Police due to a heavy influence on City Council. After the Batman appeared, he spent his first three years dismantling every crime lord in Gotham. The last to be arrested and convicted was Rupert Thorne. They were weakened and forced to adopt elaborate methods or face the Batman. Three crime lords met in the Gotham Subway and hired Bane to kill the Batman. However, this failed and paved the way for foreign criminal organizations and super villains to fill the void of power.
