Count Vertigo was born with an inner ear defect and immigrated from the eastern European country of Vlatavia. He settled in Star City, on the west coast of America, and began working for Oliver Queen. Vertigo developed an implant that cured him of his affliction but he also discovered he could then induce dizziness and vertigo on others. He began to secretly steal technology and build up an armada. Queen discovered this and fired him.
Vertigo plotted revenge and attacked Queen when he was relaxing on his yacht. For years, Vertigo secretly stole technology from Wayne Industries and completed his gyroscope. He began testing it for a period of three weeks, at night. Children became frequently sick. This caught the attention of Oliver Queen, who was now a social advocate and suspected Bruce Wayne of illegal dumping. With the gyroscope perfected, Vertigo planned to rob Gotham City, then the world. His first attack would be on the Gotham Mint. Green Arrow and the Batman intervened and in the confrontation, shattered his eyepiece.
