Selina Kyle's orgins are unknown but she works as a fundraiser for various charities around Gotham City. Sometime in her past, Kyle mastered the art of acrobatics and acquired a fondness for cats. Still thirsting for a modern day thrill of the hunt, Kyle took to becoming a cat burgular by night and stealing objects with a feline motif.

Kyle crafted a secret room in her penthouse to house the stolen goods and her Catwoman arsenal. It was during her botched robbery attempt on the Murakami Lion, did she first encounter the Batman. Catwoman was amused when Detective Yin surmised that the Batman and Catwoman were part of a vigilante team. Catwoman outsmarted the Batman and stole his utility belt in an effort to find a gadget she could use to steal the Lion. Hideo Katsu, owner of the Lion, thought she was hired by a rival Yakuza gang and proceeded to have her killed when the Batman arrived. With the Lion shattered, she escaped empty handed.

Catwoman attempted to steal one half of the Jewels of Ra but came into conflict with the Penguin. The Penguin struck up an alliance with her, but both secretly planned to double cross the other. The situation was further complicated when the Penguin bond her to the Batman with a bracelet rigged to explode.

Some time later, Catwoman resurfaced to steal the 1923 Kitty Kat Follies animation cell but she was beat by Ragdoll. In an effort to recoup her losses, Kyle befriended Bruce Wayne at a social event and met him for dinner at Wayne Mansion. Unimpressed by his lack of feline art, Kyle was shocked and angered when Ragdoll appeared and stole a Nolbino original. Secretly, she and Wayne slipped one of their own tracers on him. The Batman then devised a trap by having the Gotham Clock Tower reopened by his alter-ego, Bruce Wayne. Both villains couldn't resist entering the tower in search of the Cat's Eyes Emeralds. In the end, Catwoman escaped but surrendered the emeralds to the Batman. Kyle then learned they were given to Bruce Wayne and he in turn sold them for $100,000. On behalf of the Wayne Foundation, he asked Kyle to help him select a charity to donate to. Kyle took the check and chose the Gotham Pet Shelter Network.

After this point, Wayne became suspicious of Kyle. Nonetheless, Catwoman was never caught. She returned and teamed up with the Batman and Batgirl to save a pair of endangered Black Siberian Leopards. They were kidnapped by the Joker and delivered to Kilgore Steed on his private island. After the Joker was defeated, Catwoman tried to steal the leopards but failed and fled on the Joker's barge, alone. Catwoman was later kidnapped by Rumor but was one of the few villains that escaped. Despite her shifting morality, the Batman continues to allow her to operate in Gotham City and their flirtatious relationship continues.
