The Mayor of Tokyo is an average middle aged man who held Commander Daizo in high regard for keeping the city crime free. It became very common for the Mayor to increase his Public Relations by awarding Daizo with awards and medals for the Tokyo Troopers' latest victory. However, things began to change after the arrival of the Teen Titans. When Robin was framed for murder, the Mayor issued a city-wide declaration for all Titans to voluntarily surrender to the Troopers or leave Tokyo. When Daizo was implicated as the new Brushogun, the Titans were cleared of charges and a ceremony in their honor was held. The Mayor issued a medal to each Titan.
