General Raskov was a proud military officer in service of the Soviet Union. Raskov was assigned to an outpost near Siberia and oversaw a program designed to create the perfect soldier.
After Captain Kovar released a radioactive halocaust, Raskov was one of the few survivors. He buried his guilt and joined in those who blamed Kovar for the city-wide devastation. Years later, after the Teen Titans appeared in pursuit of a monster, Raskov and Kovar made amends.
