Originally, Tokyo was founded in 1457 as Edo, a small fishing village. Edo first came into strategic importance when Tokugawa Ieyasu took it as his capital and made it the base of the military government, the Bakufu. It was later renamed Tokyo or "Eastern Capital." Today, Tokyo is the most famous of 47 prefectures in Japan. Tokyo is located in the Kanto region on the island of Honshu. With a population over 12 million, Tokyo is one of the world's most populated metropolitan areas and one of the world's economic centers along with London and New York City. It also became a paragon of justice when the Tokyo Troopers reduced crime by 200%.
Brushogun dispatched Saico Tek to Jump City to get the attention of the Teen Titans. The Titans were intrigued and went to Tokyo in search of Brushogun. They focused their search in the Shinjuku District, an area notorious for criminal elements. After being set up for murder, the Titans continued to operate in secret, found out Brushogun's origins, and brought the real criminal to justice, Commander Daizo of the Tokyo Troopers. The Mayor organized a massive celebration in the Titans honor the next day. Rather than return home, the Titans decided to stay in Tokyo for a long awaited vacation.
