Born and raised in New Orleans, Louisiana, Charlie Watkins manifested electric-based powers and his skin pigment radically changed. He became the super hero Killowatt.
Years later, he was recruited by the Teen Titans during their months long travel around the world. After Robin tested the Communicators, Killowatt was attacked by Control Freak and Puppet King. Subdued, he was brought to Paris and cyrogenically frozen. Killowatt was later thawed out with the other captured heroes and joined in the final battle against the Brotherhood of Evil.
