Sammy & Cash are a pair of minor criminals in Jump City. Modeled after 1950's leather jacket gearheads, the duo are notorious for stealing cars and racing them in the City's raceway park, Crash Alley. On one occassion, they stole Cyborg's T-Car, added flames to the sidepanels, and defeated Gizmo in a race. Gizmo retaliated by trapping them in a bubble and stole the T-Car. After informing Cyborg of current events, Sammy & Cash escaped and resurfaced at a drive-in. Raven used her powers to bind them until the police arrived.
