Uyehara Daizo was a top police officer stationed in Tokyo, Japan. He saw that the police were losing the war on crime and founded the Tokyo Troopers, an elite paramilitary organization. Daizo instilled the culture, technology and design of Japan into the Troopers. He integrated on-site living units and hourly training sessions at the advanced command center to keep his Troopers in peak fighting form. As a result, Daizo helped reduce crime by 200%.

Daizo did his job too well. With little to deal with, he went after the legendary Brushogun. After capturing him and realizing his power was genuine, Daizo took an opportunity to manipulate his way into becoming a national hero. After imprisoning Brushogun to a printing press at an abandoned Wakamono Shukan factory, Daizo could control him and force him to create criminals and monsters at his discretion. Daizo and his Troopers would then appear at the right time and apprehend them. This forumla worked for some time and Daizo enjoyed constant accolade from the Mayor of Tokyo and press from the media.

Brushogun managed to send a Saico Tek to Jump City and warrant the attention of the Teen Titans. Daizo discovered the truth and played the willing ally while trying to discredit the Titans. He sent a second Saico Tek after Robin and framed him for murder. However, the Titans ignored the Mayor's ultimatum to surrender or leave and found Brushogun. Daizo confronted them and believing they had no hard evidence to prove his wrong doing, he jumped into the printing press and mutated into a giant ink monster with Brushogun as the power source. After the Titans freed Brushogun, Daizo reverted back to normal and was rendered unconscious. Ultimately, Daizo was arrested and the Titans were cleared of all charges.
