A cult leader known only as Brother Blood infiltrated the ranks of H.I.V.E. with his telepathic power and natural charisma. After getting rid of the Headmistress, Blood was the undisputed leader of the criminal organization. He planned to use the organization's resources to amplify his power to control his targets, the next generation of heroes and villains, and shifted the secretive nature of H.I.V.E. to be more direct and openly commit crimes without espionage. The first phase involved increasing the number of thefts and raids in Jump City. Meanwhile, the H.I.V.E. Academy continued to train up and coming villains as usual. Blood lectured in the fields of effective misdirection and theory of mayhem. He was soon wooed by the Academy's two top students, Bumblebee and Stone. Both turned out to be double agents gathering intelligence on him.

After a few days, Blood finally announced a class project to create a sophisticated piece of technology, the Ion Amplifier. However, he soon discovered Stone was Cyborg and hacked into him and stole his highly guarded blueprints. Blood offered Cyborg a way to return to his old life in exchange for joining him. Cyborg was playing along since the electronic half of his brain could resist Blood's mind control. The Teen Titans invaded the Academy and destroyed it but the leader escaped. Blood was infuriated that Cyborg had a resistance and obsessed about his technology. He and the Academy constructed a new headquarters 50 miles offshore. With Cyborg's blueprints, Blood created a new doomsday device and outfitted several sea animals.

Aqualad, Bumblebee, and the Titans teamed up to confront Blood again. The fortress was destroyed and Jump City was saved from a massive tidal wave but Blood escaped again and fled east to Steel City. He and H.I.V.E. constructed an army of robots that resembled Cyborg and incorporated his technology. After recruiting Steamroller and Professor Chang to his cause, Blood invaded the Titans East Tower with the intent of making it his new headquarters. After Cyborg collapsed from unleashing a blast from his power cell, Blood put the Titans East under his mind control and hid himself within the Tower. Chang, under Blood's control, performed surgery and added cybernetic implants to Blood. His power became stronger than ever. With it, he could control more students than ever.

However, his obsession with Cyborg still was forefront. Blood feared Cyborg's immunity and sought to find out what in his circuitry gave him the resistance. Blood became so focused with peering into Cyborg's mind that Cyborg hacked into Blood's mind, healed himself, and defeated Blood once and for all. He was taken to prison and Cyborg walked away with a new lease on life.
