On Halloween, at the Jump City Halloween Festival, Robin carved the greatest jack-o'-lantern the world had ever seen. He got in idea to turn it into a pumpkinman. Beast Boy found a big pumpkin to serve as a nice round booty. Starfire selected a medium sized pumpkin for the mid-section. Cyborg found sticks to be the arms. Robin suggested a scarf to keep him warm. Raven liked it then asked what they should name him. Cyborg suggested Scary Davey, Beast Boy suggested El Gordo, Starfire suggested The Oatmeal, Cyborg suggested Scary Davey again, and Robin settled on Pepo the Pumpkinman. The Titans agreed to Robin's idea. Beast Boy wished he could come to life and have some fun with them. Raven stated she just needed a magic hat. A girl dressed as a witch ran by them. Beast Boy knocked her out with a caramel apple to the head. Cyborg stole her hat. Raven enchanted it and put the hat on Pepo. Pepo came to life and greeted them. He tipped his hat to them but became lifeless. Raven explained he could only stay alive while he wore the hat according to Halloween magic rules.

Beast Boy tried it out and put the hat on and took if off a few times. Pepo liked the Teen Titans and asked them if they wanted to go scare some kids and take their candy. Pepo spooked kids on the street, tied up a couple and spooked kids at the door, scared kids in the graveyard, disguised himself as a generic sheet ghost to spook some kids, and got the jump on kids in their bedroom. However, he started to decompose. Robin tried using petroleum jelly to keep him fresh and smooshed some on his face. Pepo only found it slimy. Robin jammed some in his mouth. He was grossed out and puked his innards. He pleaded with Robin to stop. Beast Boy remembered his mom always sprayed her pumpkins with bleach. He sprayed some right into Pepo's eyes. The burning made him cry out in anguish. He puked, covered his mouth, then puked out of his eye holes. Starfire tore an ice chest from its socket and dumped ice on Pepo. He liked it. Robin knew they needed a more permanent solution. Raven suggested taking Pepo on an epic journey to the North Pole so that the cold temperatures could keep him fresh year round. He thought it sounded dangerous. Robin was fine with doing that for a new friend they hardly knew.

Robin manned a tractor and drove them to the first leg of the journey, the Haunted Hollow. They were scared by the ominous owl hoots, eyes in trees, and crows. Pepo suggested they ask the short man for directions on getting out. The "short man" turned out to be the Headless Horseman. He targeted Pepo's head and slashed it off in vain. Beast Boy yelled at him to get away. The Horseman declared Pepo's head was his. He stole it in the next pass and laughed in triumph until Pepo's innards dripped all over him. Horseman was disgusted and grossed out. He realized some got on his cape. He was annoyed with the prospect of having to go to the dry cleaners. He threw Pepo's head back onto his body and declared he was sorry he ever met them, called them jerks, and galloped away but accidentally went off a cliff. Cyborg was relieved with the close call. They proceeded on to the Witch's Gate. Raven stated they should simply knock. Robin walked up to the gate and knocked the latch.

The Witch flew to the gate on her broom and realized she had trick-or-treaters. Robin explained their plight. She told them it would cost them to get past the gate. Raven revealed they had no money. The Witch took an interest in Pepo's hat. Beast Boy told her it was the only thing keeping Pepo alive. She got more interested knowing it was a magic hat. She offered a trade and presented brand new toothbrushes. After some silence, Raven declined. She offered a bag of pennies. Beast Boy declined. She was surprised they were driving a hard bargain. She presented her ace in the hole, a great big can of tomato soup. Cyborg declined. The Witch opted to snatch the hat off Pepo. Raven tried to take it back. Starfire knocked the Witch off her feet with eye starbolts. Raven returned the hat to Pepo and he was animated again. They returned to the tractor and drove towards the gate. The Witch screamed in terror even though the tractor was incredibly slow even at top speed. Eventually they ran over the Witch and plowed through the gate. She called them rotten kids.

There was a border checkpoint manned by the Abominable Snowman and fruit and vegetables were considered contraband. The Titans hid Pepo under bales of hale while Robin drove up to the checkpoint. The Abominable Snowman burst out of the guard shack and roared then walked over with a clipboard. He repeated the same general welcome to the North Pole and asked Robin if he had anything to declare. Robin was nervous and sweated. He told him there was nothing but his boring, lifeless hay. He inspected the hay, sniffed it, and poked it with a pitchfork. The Titans stumbled out. He saw Pepo and was enraged at their attempt to ignore customs regulations. He stomped the ground and they went flying. The tractor landed on the Titans and exploded. Raven and Cyborg emerged from the wreckage and charged, screaming and blasting. The Abominable Snowman easily defeated the Titans. Raven implored Pepo to defeat him. Pepo pointed out he was in no shape to fight. She instructed him to unleash the magic from his hat.

The magic activated and he levitated into mid-air. Pepo summoned the Halloween night frights. The Abominable Snowman was freaked out by the spiders, bats, and skeletons. He plowed past the checkpoint to the North Pole screaming like a monkey. Pepo continued to waste away and knew he wasn't going to make it. He puked all over them. They wouldn't accept it. He told them he was cool with heading to "the big abandoned department store that turns into a Halloween shop once a month out of the year in the sky." Robin carried Pepo into the North Pole until he couldn't walk any further. He bid the Titans goodbye and melted away. Frosty the Snowman suddenly greeted them. Cyborg blasted his head off and told someone to quickly put Pepo's head on. Robin checked Pepo's head on and the magic revitalized him. They marched onward to scare more kids and steal their candy.

They marched through a Halloween blizzard. Pepo spotted someplace to take shelter. Robin was elated with the cozy alpine village. He shoved Robin aside and pointed out a creepy castle above the village. Pepo declared it would be a Halloween adventure. They ran over Robin, the lone voice of concern. Robin sped in front of Pepo and knocked softly. He tried to usher everyone back to the village but the door creaked open. Pepo called out and wished anyone a Happy Halloween. The door slammed and Raven admitted the place was creepy even by her standards. They cowered in fear as someone approached but were relieved with Krampus's welcoming attitude. Pepo thanked him and called him friend. Robin was still skeptical. Pepo complimented his castle. Krampus thanked him and revealed it had been in his family for generations. Robin became scared when he realized he was Krampus but the others had no clue who that was.

Once they got to the fireplace, Krampus laid down three ground rules for them. The first was not to make a mess. The second was not to disobey him. The last rule was to never go into the forbidden room nearby. Pepo was curious and wanted to go inside. The others tries to dissuade him. Beast Boy guessed it was filled with an army of undead reindeer. Raven thought it was full of monsters. Starfire thought it was a room filled with precious memories of his youth. Robin thought it was filled with the bones of all the children Kramus ate for dinner. Krampus overheard "dinner." Robin improvised and lied they were hungry. Krampus chuckled over his lack of manners and went to make them dinner. He had a surprise for them, a jigsaw puzzle. They started with the edges per his suggestion. They complied out of fear. It was an image of Black Manta on an octopus monster attacking dolphins, Aquaman, Superman, and Wonder Woman. Krampus thought it was funny the monster was eating the dolphins. They nervously nodded in agreement.

Pepo was amused with something but Krampus hit their heads with his stick for whispering. Krampus noticed a piece was missing from the puzzle and frantically looked around. Pepo clued the others in that he had it and was playing a prank on Krampus. He started to lose his patience. Pepo revealed he had it. The Titans wrestled Pepo for it but the piece landed in the fireplace and vaporized on contact with the flames. Krampus declared they were naughty children and would be eaten. He chased them around the castle. Pepo directed the Titans to the forbidden room. Starfire's theory was right. Raven noted he looked so young and full of life. Krampus admitted he never wanted to be Krampus but he had no choice because it was handed down from generation to generation. Krampus explained he scared children so they behaved for Christmas otherwise there would be no presents. He felt no one appreciated him and just hated him. Starfire suggested he worked on the wrong holiday.

Pepo suggested Halloween since he wouldn't have to change much. Krampus admitted he didn't leave his castle much. They sang a song to explain Halloween to him. Krampus pulled two trick-or-treaters into the castle and scared them to the point they fainted. Krampus was truly happy for the first time in his life but needed someone to take over for him. The others reasoned it would have to be a control freak, a stickler for rules, and someone who smelled like a goat. They elected Robin to take over as the next Krampus. Robin accepted. Krampus used his stick to make antlers for him then gave him most of his fur as a coat. He took quickly to the new role and chased after them.
