The Monitor intervened in a battle between the Teen Titans and Plasmus in Jump City, He blasted Plasmus in the back, decked him at high speed, sped off to his flight path and drop kicked him, blasted him into the street, and flicked him across the city into the Dump City dump. Monitor introduced himself and explained he was the overseer and protector of the multiverse and he had the power and authority to extract powers from those who misuse them. He called the Titans the worst offenders. Cyborg pointed out they used their powers all the time. Monitor clarified they didn't exactly use those powers to uphold justice and protect the weak. He told Beast Boy he turned into useless animals, Raven only conjured an overgrown hand, Cyborg uses his technology for goofing off, and Starfire spends most of her time hugging. He teleported behind Robin, with Starfire still hugging a shoulder, and pointed out he had no powers. Robin quipped he had leadership skills. Monitor mockingly patted him on the head then teleported the Titans to his satellite.
They noticed how empty the room was and suggested furniture and a rug. Monitor explained his living quarters were upstairs and they were in a room designed to recreate any moment in history. Raven asked if it could show them the time Napoleon Bonaparte was attacked by a vicious pack of rabbits. Cyborg asked if it could show them the time Benjamin Franklin wrote a scientific paper on making farts smell good. Monitor claimed it could but instead they were going to take a look at their failures. He brought up the time they were trapped in the Stuff Mart parking lot and surrounded by Land Sharks and were there so long they grew beards instead of running away or fighting the sharks or even just flown away. Raven claimed he had to be there. Monitor pointed out they fought demons like Trigon and supervillains like Darkseid, H.I.V.E., Monsieur Mallah, and Dr. Light. Raven didn't see his point. Monitor reminded her she could create portals to anywhere. She made a portal to Wayne Manor and stole Batman's spaghetti.
Monitor revealed he was going to return them to the scene of their failure so they could redeem themselves. They found themselves back at Stuff Mart. Raven created portals in order to get them grooming products. Monitor had enough and ended the simulation, deciding to give them an easier do-over and put them in the Jump City Kicks Warehouse maze. He thought it was absurd they got lost in a maze. Robin pointed out mazes were designed to disorient even the greatest minds for direction. Monitor exclaimed the maze had no ceiling and most of them could fly away. Cyborg intimated. Monitor understood he was alluding to Robin who is useless. Robin took offense. Monitor told Starfire she could have flown off for help at any time. Starfire conceded that was true. Monitor put them in a simulation of the maze. Starfire flew off and returned with board games to help them fight boredom. Eventually, the Killer Kicks charged at them. Monitor ended the simulation in frustration and chose one he thought they couldn't mess up: the time Cinderblock trapped them with a street lamp. He implored them to use their powers.
Beast Boy turned into a sea hare and slipped free then coughed up some mucus. Cinderblock was taken aback then punched the Titans. Monitor was furious they were finding even dumber ways to mess up. Starfire claimed they did it for Robin's sake. Robin was confused. Raven explained they intentionally held back since Robin was powerless. Robin denied it and claimed he made them bring out their A game and without him, they would bring their C+ game at best. Monitor found their excuse outrageous and revoked their powers. They found themselves in the Titans Tower. Starfire had no powers and Cyborg, Raven, and Beast Boy were powerless humans. Plasmus triggered a crime alert. Raven felt they should lounge around like normal teenagers and look at their phone. Robin understood then whacked them with his staff. They drove to Plasmus, who was attacking the Wayne Enterprises building. Robin had to instruct them to punch and kick but they got tired and bored even after Robin suggested biting every so often to spice things up. Plasmus flicked them into the side of a building with a toe.
Robin charged Plasmus alone, got knocked down, got back up and tried again repeatedly to the others' dismay. After taking one final blow, Robin died in Starfire's arms and the Titans sobbed. Raven realized they could have saved Robin if they had their superpowers and used them correctly for once. Monitor agreed and ended the simulation. Robin was back to normal. Cyborg thought that was messed up of Monitor to do that to them. Monitor agreed but felt it was the only way to teach them a lesson about using their powers correctly. The Titans powered up and attacked Monitor. Monitor grunted in pain but was proud of them.
