After Darkseid moved Apokolips into a new galaxy, Robin took him to Space Council over the zoning dispute and invoked galactic code 734-242. The Galactic City Council's Zoning Board heard the motion to allow Darkseid to move Apokolips into their solar system. Robin started and pointed out Darkseid was pulling a con on them then noted his reputation for destroying countless worlds and feeding on psychic despair. He shifted to what he saw as the real issue, the obstruction to their scenic views which would then cause their property values to drop. The board gasped at the notion of their property values being at risk. Darkseid countered the speech with a dazzling visual aid.
Darkseid promised Apokolips' orbit would cause an obstruction only twice a year and revealed he would compensate homeowners with a gift basket. A councilwoman asked if the gift basket included pastries. Darkseid responded it wouldn't be one without pastries. The board was delighted and the motion was approved. Darkseid gloated about overcoming the one procedural hurdle and vowed to destroy the galaxy. He teleported himself back to Apokolips. The council gasped in shock.
