James Gordon is the Police Commissioner of Gotham City. Over time, he became a close ally of Batman. While both out at sea on a fishing trip, Gordon and Batman didn't notice Silkie drift pass their boat. They were later hanging out in a squad car in Jump City when Starfire, Raven, and Jinx drove past with police in hot pursuit. Gordon and Batman fell in love with Wacka Doodles Amusement Park's bumper cars ride. Because the wait time was so long, they became the Two Headed Ghoul to scare guests away at night. They had the bumper cars all to themselves. The Teen Titans eventually captured them and uncovered their scheme. Batman and Gordon hung out in the Batcave and watched the Teen Titans on the former's HD TV. They later held a slumber party again. Once Alfred Pennyworth left, they continued to party and watch the Titans on TV, throwing food at each other, and getting into a pillow fight. The Joker and Penguin joined the party later into the night. They played a shaving cream prank on Gordon. He pretended to be Two-Face but Pennyworth caught them at 11:15 pm. He called Mrs. Gordon to take him home. He snuck off to police headquarters and turned on the Batsignal. Batman arrived and they continued with the party. It started to rain but Penguin and Joker arrived with a giant umbrella and coffee.

Gordon attended the first annual Teen Titan Awards. He also competed in a Halloween costume contest with Batman as Gilligan and the Skipper from "Gilligan's Island". They won second place. For Batman's surprise birthday party, Gordon hid in a present. Batman's spirits finally rose when Gordon was revealed and they hugged. Gordon gave him a golden TV remote then Superman presented Batman with a gigantic TV with many screens. When Starfire sang her new special song in the Justice League's Next Top Talent Idol Star: Second Greatest Team Edition episode, Gordon made a cameo during the performance. Gordon laughed at Batman's expense after Cyborg backed the Titan Robot slightly into the Batmobile and cereal splashed in his face. On Easter, Batman and Gordon had a picnic in the park. Gordon pulled his mask off and found an easter egg atop his head. Batman pulled Gordon's mustache and another easter egg fell out. Gordon was a counselor at Super Hero Summer Camp along with Batman. After spending some time as a member of the Teen Titans, Bumblebee went solo and hung out with Commissioner Gordon. While she pretended to be Batman, Gordon flicked his flashlight on and off on her for effect. Calling herself Batbee, she stood on a roof top with Gordon. He projected the Batbee-signal. They both cackled.

Gordon and Batman hung out in the latter's bedroom and watched TV. Once Batman realized Pennyworth returned, he kicked the TV and pushed Gordon away. Gordon hid under the bed while Batman pretended to be sick. Once Pennyworth left, they jumped through the glass window and left in the Batplane. As they enjoyed an episode of Him-Guy and The Overlord of the Macrocosmos, they didn't realize they flew into a water tower. They opened the hatch to survey the damage, laughed, fell out, and bounced off the awning for the Chateau de Fancy. Batman became hungry. Gordon apprised him of Chateau. They were kicked out because only fancy people were allowed. Gordon grunted in annoyance. Batman presented a top hat and coat. He stood on Gordon's shoulder, put on the disguise, and pretended to be a fancy man. The staff fell for it. A TV was selected off the menu and they watched an episode of the classic Teen Titans animated series. They laughed and fell off the chair, revealing themselves. They ran out Chateau to the local sports stadium.

They purchased an oversized hot dog, took a bite, tossed it on the heads of teenagers sitting in front of them, and leaned back in their seats. Batman used his remote to take control of the giant screen. They were seen on TV by Pennyworth. He became enraged and drove to the field in the Batmobile. Bane tapped Gordon's shoulder and informed them of the butler. Gordon slapped Batman and apprised him. Batman grabbed Gordon and fired a grapnel line. They returned to the Batplane and hurried back to Wayne Manor. They crashed the jet, ran across the Wayne Manor property, and hopped off a trampoline back into the master bedroom just in time. Gordon hid and Batman pretended to be asleep. Pennyworth drove up to his room and sighed in relief then reversed out. Gordon hopped on his bed and presented a bat-shaped mobile device then continued watching Him-Guy.

After several villains were captured in Gotham City, Batman, atop Commissioner Gordon's shoulders, jumped down and awarded Robin the Bat Scout's Under My Wing badge. Gordon saluted him. Batman fired a grapnel line and they took off. Robin was elated he finally earned the rank of Caped Crusader. Like every Easter, Gordon donned a giant painted egg costume and handed out chocolate to children with Batman, who dressed in a pink rabbit outfit. During the Justice League's Next Top Idol Star: Justice League Edition, Gordon helped Batman with his magic act as his magician's assistant. Commissioner Gordon hid in a ball pit at Stuff Mart. When Alfred Pennyworth stepped away to try some free tea, Gordon threw a rubber ball at Batman. Batman looked around and Gordon revealed himself. They hid from Pennyworth in a clothes round handrail and watched TV on a Batarang. They checked if the coast was clear then sneaked into a dressing room.

Batman did a mini-fashion show and came out in a dress, then as a cowboy, Robin, and as Gordon. They mimicked each other and laughed. Pennyworth's whistle could be heard. They hid in one of the dressing rooms. Batman flipped the room's mirror to reveal a TV screen. They went on all fours and sneaked off to the outdoors section. Gordon commandeered a lawn tractor. Batman tied a plastic flamingo to the rear and rode it. They totally wrecked the store with their joyride. They ended up in front of a wall of hi-definition televisions. Gordon pulled over a couch and watched more TV with Batman and some small animals from the pet section they inadvertently freed. Pennyworth eventually found them, scared the animals away, split the couch in two with his bare hands, and carried Batman away. A store employee presented the bill for all the damage done to the store. Pennyworth fainted. Gordon handed Batman a remote. Batman and Commissioner Gordon shared a sundae in the diner when the Baby-lonians' giant laser rattle hit the city. Their sundae was turned to baby food just as they ate and they were turned into infants.

Batman and Gordon happened to be on the Batboat off the coast of Titans Island when Beast Boy demonstrated his rock skipping skills in his gorilla form. The rock skip was so powerful, it shattered the Batboat in half. Batman and Gordon were forced to dive into the ocean as it sunk. Gordon attended the Wayne Manor Regency Ball and Wonder Woman's 80th anniversary party. Gordon and Batman took part in the Codsville Thanksgiving Parade drivining miniature versions of the Batmobile but the Doom Patrol's float collided into them as they tried to sneak into the procession. Gordon's left arm was put in a sling. While taking a bag of recyclables outside to his blue trash bin, Gordon witnessed Porch Pirates sail by. As the Titans passed by atop Land Sharks, Gordon took cover behind the bin. Batman and Commissioner Gordon stepped out from Joker's Gelato with their two scoop ice cream cones to see the Batmobile was gone and they laughed.

Batman and Gordon headed to the Batcave in the Batmobile fully stocked up with snacks but Pennyworth told them it was that time of the month to clean out and replace Catwoman's kitty litter. Rather than do that gross task, they took the Bat Time Machine to the year 3057 and watched TV. Pennyworth followed them but they ran away and encountered their future versions of them who were in a similar bind. The 3057 Batman and Gordon used their minds to mentally project a screen so they could all keep watching TV. Pennyworth appeared between them. They ran away and watched TV on a blimp. He popped it. They headed to the Batsignal and watched TV using it but Pennyworth's future version showed up along with a future version of Catwoman and a towering kitty litter box. It eventually toppled over on top of them. Commissioner Gordon had to work one night. He left a hand-written note on the couch in the Batcave. At Gotham City Police Department headquarters, he sadly doodled at his desk. He was elated to be paid a visit by Batman.

They played paper football. Batman refashioned it into a Batarang and it somehow chopped a piece of Gordon's hair off. They both laughed but were interrupted by an alert. Joker and Mr. Freeze were attempting to escape lock-up by pounding a wall with ice hammers. Gordon turned the alarm off. The villains made it outside. Freeze used his Freeze Gun to make a Freezemobile. Batman and Gordon drove a squad car out of an upper floor of the building and gave chase. Joker threw Joker-in-a-Boxes at them but Batman fired several Batarangs from his wrist gauntlet. Joker and Freeze spun out of control but Batman and Gordon suspended their chase to watch TV on a Wumboscreen. They sat on their car's roof and drank juice boxes as well as each other's. Alfred Pennyworth drove by in the Batmobile on a grocery run. Batman and Gordon pulled him over and decided to have some fun at his expense. They cuffed him to one of their arms and legs each then moved around to manipulate Pennyworth like a puppet then they took him to Gotham City Police Department.

They took his fingerprint then Gordon turned it into a turkey. Batman used the ink to draw a cat on Pennyworth's face then made him take a mugshot. They took various mugshots with him, changing his face to resemble Catwoman, Joker, then Two-Face. They took him to an interrogation room both wearing Good Cop caps. Gordon slid him a doughnut with "Confess!" written on it. Batman juggled batons but one landed on his head. Gordon flipped the switch on and off so the light made a strobe effect on Pennyworth. Batman tried to angrily flip a chair but it landed on its feet to his amusement. Gordon reached into his shoulder holster and very slowly pulled out a video tape marked "Evidence." Pennyworth became nervous but it was just a commercial for Starfire's Food Restaurant. They were interrupted by a breaking news report about Joker and Freeze taking over Gotham. Batman and Gordon paused then laughed. At the end of the DC Invitational, Gordon presented the check to Cyborg, the winner.

While Brain, Monsieur Mallah, and Brian tried to save the three henchmen from Brian's out-of-control motorcycle, they followed his instructions to apply the brake but activated offensive measures instead. Mallah dodged the weapons. One blew up the car behind them. It was atomized except for its occupant, Commissioner Gordon. He laughed. Gordon attended the 100th anniversary party at the Warner Bros. Studios. During the party, he awarded a Bat-Mite doll to Batman when he won the water gun challenge. Gordon produced his own super soaker and cleared Robin and Daffy Duck away from the stall.
