Swamp Thing got into a fight with a giant alligator named Boudreaux about his hairspray poisoning the swamp. However, Swamp Thing's lamp ignited the spray and Boudreaux lost all of his hair. He was found by Lex Luthor who offered him a helmet with the power to regrow hair. All Luthor wanted in return was for Boudreaux to move the helmet up and down when instructed. Boudreaux agreed and wore the Hall of Doom ever since. Meanwhile, the Hall served as the headquarters of the supervillain group the Legion of Doom. The new Legion of Doom, the Teen Titans, hired a bunch of henchmen to construct a headquarters identical to the already existing Legion of Doom's Hall of Doom. It came up in the waters near the Titans Tower. At some point, the original Hall of Doom surfaced in a swamp. Green Lantern, Flash, Wonder Woman, and Superman were captured and placed in front of a death laser in the hall.
Sticky Joe's can of beans ended up in the Hall and coincidentally landed on the death ray machine, interrupting the power. It shut down. The Justice League was relieved. To their horror, Joe climbed atop the machine, took his can, and went into a missile exit. The machine turned back on and blasted the League. Someone selected the Titans Tower as a target and a missile was fired with Joe hanging from the edge.
The Titans ended up in a swamp after taking one of Robin's shortcuts to get to Bruce Wayne's gala in time. They bumped into the Hall of Doom. Everyone except Robin wanted to get in until Beast Boy suggested there could be a boat they could make use of. Cyborg picked up the Titans and rocketed them up and they crashed through the ceiling. They soon realized the Hall was empty. They fanned out to look for transportation. Beast Boy had to use the bathroom but each toilet had a gimmick like Riddler's had a riddle to solve first, Two-Face's required coins, and Joker's had a flower shaped bidet. Cyborg found Bane's recliner but hurt his back. Raven found Solomon Grundy's underwear. Starfire found Kryptonite in Lex Luthor's office. Robin ordered her to put it back. She tossed it over her shoulder. It bounced off Superman's head. They didn't notice him pleading for help.
Cyborg checked the podium at the meeting area and found controls that moved the Hall up and down. Starfire was curious about the big red button and pressed it. The Hall lifted off. Robin pointed out they could fly the Hall to the gala. He wanted to drive but Cyborg refused. They fought for the controls but crashed into the swamp and got stuck. They learned they rammed Swamp Thing and brought him back to life. Swamp Thing was mad and told them the helmet was for a giant alligator named Boudreaux. They didn't believe him until Boudreaux arrived to get his revenge. The Titans and Swamp Thing ran back into the Hall and took off. Boudreaux gave chase. Cyborg eventually crashed into some rocks and the Hall blew up. They used a hapless Swamp Thing as a substitute to regrow a head of hair for him.
