Gotham City is a crime-ridden city located on the east coast of the United States of America and is under the watchful eye of Batman and formerly Robin. In 1977, Gotham was one of the stops in Easter Bunny and Marshmallow Ducky's Easter tour. In Robin's version of the Teen Titans' origin story, he claimed to have left Gotham peacefully after helping Batman capture the Joker. Robin and the other Teen Titans ventured into Gotham City when they got an alert of H.I.V.E. terrorizing the police.

The Titans took the T-Jet to Gotham City to help Robin earn his last Bat Scouts badge, Under My Wings, so he could earn the highest rank, Caped Crusader. They mostly wanted to fight Batman villains. They crashed through the Welcome to Gotham City billboard. Robin began teaching the others about how to become a Bat Scout starting with the Knot. Robin demonstrated with Beast Boy. He was hung upside down by a rope, simulating Batman leaving perps behind for police to arrest. Robin jokingly asked Starfire if she wanted to tie the knot. Starfire replied she would rather "the knot." She instead presented her knot of friendship. Robin didn't get how a bracelet would take down a criminal. She only gave them to the others. Robin became sad but was finally offered one. It was a misdirect and he was caught in a knot. He congratulated her and fell hard. Robin taught them "Gritty Acting" next. Robin demonstrated Batman's deep voice and mumbled. No one understood him. Robin pointed out that was the point in order to sound intimidating. Cyborg thought he heard "ham sandwich." They all tried.

Robin continued with "Disappearing Behind Someone's Back!" and emphasized it was about becoming a shadow. Raven boiled it down to disappearing behind people's backs when they weren't looking. Robin denied it and chuckled wickedly. Raven teleported to him and called it rude to disappear before a conversation was over. Robin disagreed. Starfire wondered why Batman couldn't just say goodbye and speculated he was too cool to be polite. Robin got angry and screamed it was about cultivating an air of mystery. They still thought it was rude. A rat attacked Robin. Robin moved to "Crime Busting." The Titans were overjoyed but Robin pointed out Batman already locked up the city's greatest villains. There were only garden variety purse snatchers, litter bugs, and jaywalkers to contend with. Raven got an idea to release the super villians from Arkham. She opened a portal. Robin eventually noticed they were gone and presumed they were practicing their disappearing acts.

Several villains were out in Arkham's outdoor recreation yard. Penguin and Bane lifted weights, Joker read, Poison Ivy and Catwoman played chess, and Two-Face played his harmonica. Raven teleported herself, Beast Boy, Cyborg, and Starfire through a portal underneath the weight bench used by Bane and Penguin. They believed they were helping Robin earn his last Bat Scouts badge by having to catch criminals and satisfying their interest in fighting Batman's enemies. Beast Boy turned into a crab and cut the power to the asylum. The alarm was triggered but all the gates opened. The Titans ushered five of them outside. Cyborg threw Joker outside. Robin perched alone and spotted a jaywalker. He noticed an alert on his Titans Communicator then saw the streets on fire. Joker sprayed his modified super soaker gun, Bane and Penguin shoved a car around, Catwoman stole a necklace from a store, and Two-Face marched with his bat ready. Robin asked the other Titans how Batman's greatest enemies escaped Arkham Asylum.

They openly admitted to letting them out. Raven reminded him he said they could fight Batman villains. Beast Boy added the badges they had to earn involved catching criminals. Starfire was ready to fight. Robin tried to stop them but they advanced on the villains and were instantly punched into a dumpster. They were crestfallen and believed the villains were too tough. Robin lowered down to them and instructed them to fight as Bat Scouts like he taught them. Starfire powered up and blew up the dumpster. Cyborg pretended to power his cannons then did the Batusi dance. Joker was perplexed then got decked. Beast Boy used gritty acting and talked like Batman. Intimidated, Penguin jumped into Catwoman's arms and they ran away but tripped on Joker's arm and knocked themselves out on a light pole. Raven made Bane look then propelled him into a light pole with a gush of water from a fire hydrant. Starfire offered a friendship bracelet to Two-Face, then called psyche and slapped him.

Raven opened a portal and sent them back to Arkham Asylum. Robin congratulated them and proclaimed they were now Bat Scouts. Batman, atop Commissioner Gordon's shoulders, jumped down and awarded Robin the Under My Wing badge. Gordon saluted him. Batman fired a grapnel line and they took off. Robin was elated he finally earned the rank of Caped Crusader. Cyborg was about to point out they were proud of him even though he was way too old to be a scout. Robin declared it was time to do the Batusi. The Titans returned to Gotham to help Robin finish his unfinished Easter egg hunt. They found a clue in the Batcave then headed into the city. Robin had no ideas. Beast Boy noticed the Batsignal and Raven realized that was the answer but Robin didn't catch on. Raven lost her temper and became demonic, squeezed Robin, and hammered it into him it was the Batsignal. She dropped him from high above. They searched the Batsignal projector but found nothing. Beast Boy casually leaned against the projector and accidentally pushed a dial in.

The Batsignal changed like a projector and revealed a clue, "Inside the prison lies what you seek. It's to a hand like shoes to feet." Robin groaned and pounded the ground in frustration. He declared only a genius could figure out the clue. Beast Boy recalled Arkham Asylum was a prison. They went to Wayne Manor and discovered the egg was in Robin's left eye the whole time. The Titans drove to Gotham City in a cheap convertible to scam the Joker for scamming Starfire out of her life savings. They took Exit 311 and sneaked into Joker's Axis Chemicals hideout. Joker and Mr. Freeze escaped from Gotham City Police Department lock-up and drove off in a Freezemobile made from the Freeze Gun. Batman and Commissioner Gordon gave chase in a squad car. Joker threw Joker-in-a-Boxes at them but Batman fired several Batarangs from his wrist gauntlet. Joker and Freeze spun out of control but Batman and Gordon suspended their chase to watch TV on a Wumboscreen. They sat on their car's roof and drank juice boxes as well as each other's.

Alfred Pennyworth drove by in the Batmobile on a grocery run. Batman and Gordon pulled him over and decided to have some fun at his expense. They cuffed him to one of their arms and legs each then moved around to manipulate Pennyworth like a puppet then they took him to Gotham City Police Department. Joker and Freeze went on a rampage and took over Gotham.
