Beast Boy carelessly sought out a super rare collectible from a creepy shop owner, who was actually the Toy Master. Beast Boy told him he didn't care about the cost. Toy Master warned him if he wasn't careful, the collection would collect him eventually. Unaware of its cursed nature, he took the evolved Mockingbird collectible back with him to the Titans Tower. Cyborg, Beast Boy, Starfire, and Raven soon fought over it and were transformed into collectibles themselves then shot across the city. Robin received a challenge from Toy Master to collect them all before the other. He accepted and departed on the T-Jet. Robin recovered Cyborg, Starfire, and Beast Boy but failed to find Raven. After unknowingly buying a bootleg Raven online at a park, Robin and the others were confronted by Toy Master. He presented the real Raven in mint condition packaging. Toy Master gloated Robin brought him the rest of the Titans and revealed he would collect them all then no one would stop him from collecting the entire world.

Robin challenged him to a battle. Toy Master warned he had an impressive collection and presented his fighters, collectibles he made out of the Justice League. The Titans were weary of fighting him but Robin urged them on so he could complete them all. Green Lantern demolished Cyborg with a mace construct but Starfire beat him with a Kitten Cannon. Wonder Woman scored a critical hit by throwing her yogurts at Starfire. She dashed off to use the bathroom. Bootleg Raven cast dark magic and chomped Wonder Woman. Toy Master had enough and ordered Superman to use his heat vision. Toy Master proclaimed Robin was defeated and he would be forced to spend countless hours rebuilding his collection which would only make his more valuable. Robin realized something and quit, citing he wasn't really into collecting anyway since it was big waste of time and money. Toy Master was shocked and added he had his friends. Robin didn't care. The curse was broken and Toy Master blew up. The Titans and Justice League were restored to normal and somehow Bootleg Raven was also turned into a person.

Toy Master occupied a dumpy-looking office building on Olive Avenue in Hollywood and managed all cartoons, making money off of toy sales. One day, the Teen Titans entered his office. He gave them a shot. First, for TV development, he made them throw their pitches at stacked bottles and analyzed each since he was too bust to listen to them to go on and on about their ideas. Robin's was way off and fell short on the floor. Starfire's missed the bottles and hit the wall, Toy Master called it boring. Cyborg's hit the top bottle and rocked it a little. Toy Master thought it just didn't have enough meat. Raven's bounced around. Toy Master commented they get that pitch all the time. Beast Boy focused. Toy Master asked him to hurry up because his next meeting was in five minutes. He hit the top bottle and rocked it. Toy Master thought it wasn't the best pitch but it wasn't the worst either but it needed work but it had potential. All the bottles shattered to pieces.

Toy Master congratulated them on landing a TV development deal. He uncrumpled Beast Boy's pitch and was not pleased to see it was a video game cartoon. The other Titans also had the same idea. Toy Master called it the most overpitched idea but since Beast Boy pitched it well, he gave them a cheque to make a pilot. They returned to the Titans Tower and made "Power Up." Toy Master thought it was hot garbage but saw he could easily make toys of the three leads and proceeded to the final step, getting greenlit. He presented a wheel and if they landed on greenlight he would grant them a full season. Raven realized the whole process depended on dumb luck. Toy Master confirmed that was how all of Hollywood worked. He gave them three spins. Raven and Cyborg got off-brand and tested poorly. Starfire went last and spun it so hard, Toy Master was launched backwards but she landed a greenlight. Toy Master quelled their cheers by predicting it would only last a season.

One year later, "Power Up" was a hit and toys sold like crazy. He admitted he was wrong then revealed he would make all the money off the show and use it to build his toy army to take over the world. He took out a wand with a star shaped point and enlarged and animated the toys of the three leads. Their creations were too cool and easily defeated the Titans. Toy Master declared it was good to be boss. Beast Boy realized something and pointed out video game characters couldn't resist fighting a boss. The three toys turned on Toy Master and beat him up. The Titans decided to return hom and watch reruns of '90s sitcoms. The Teen Titans went to a toy store that turned out to be owned by Toy Master. To their shock, the Titans learned their toys were in the 99 percent off bargain bin. Toy Master told them children wanted to play with action figures based on action heroes whose lives were full of action, not toys based off the Titans' shenanigans. As an example, he cited the Justice League as his number one toy license. Raven asked Toy Master for one. He claimed it was possible but first, they had to start acting like real action heroes.

Toy Master was surprised and excited by the Titans' mech suits and was eager to agree to a toy license. He told them to keep up the action and he would sell their action figures. The Titans began to express misgivings about the toy license and wanted to go back to the way they were. Raven made a portal to get into Robin's cockpit to dial Toy Master's number. Toy Master refused to cancel the license and stated they were contractually obligated to remain action heroes and he controlled their likeness now. They vowed to take him down. Toy Master invited them to try but warned them their popularity has enabled him to build a slightly bigger toy factory armed with tons of automated weapons. They flew further into space and came upon Toy Master's location but only saw a moon. Robin pointed out the moon was the toy factory. They were outgunned. Robin got an idea to ask the Justice League for help. Unable to recruit the Justice League, the Titans returned alone to Toy Master's Toy Factory and were overwhelmed. They tried to retreat but Toy Master grabbed their mechs with giant metal tentacles.

To the Titans' relief, the League showed up and freed them. Flash explained the League realized there was no way the Titans could stop Toy Master alone if they couldn't win a sack race. Cyborg and Beast Boy agreed they were pathetic and not cut out to be action heroes. The League charged but Toy Master pulled a lever and announced his factory was designed to be impervious to action heroes. A giant laser cannon made a direct hit and the League drifted away. The Titans realized they could take down Toy Master with their shenanigans. In the command center, Starfire used her figure to launch ice cream scoops at Toy Master's face and Cyborg used his to fire hot burger patties onto his cheeks. Beast Boy used his baby Beast Boy figure to cover Toy Master in vomit. Robin then used his figure's real hair to wrap up Toy Master and drag him down to them. Robin declared it was over. Toy Master quipped it was over for them and activated a laser cannon. Raven used the turning head feature on her figure to deflect the laser. Toy Master ducked to avoid it but the laser destroyed the Titans' toy license. With its immense power, the factory became unstable and blew up. As Toy Master drifted into space, he swore revenge once his insurance check cleared.
