Dr. Military earned his veterinarian degree after ten years in school. Because of the negative perception of veterinarians compared to medical doctors in contrast to it being more difficult to get into veterinarian school, he had to work twice as hard for half the respect and money of a so-called "real doctor." He was once partners with famous racer Chip Racerson Jr. but got him banned for cheating. Dr. Military broke into the Jump City Animal Refuge and stole the ducks there as part of his plan to create an unstoppable force, a duck army. He triggered the Teen Titans' crime alert and patched into their channel. He taunted them and claimed they were too late to stop him. Beast Boy told him he should be helping people since he was a doctor. Military clarified he was a veterinarian. Robin declared that meant he wasn't a "real" doctor. Military went into rant about his trial and tribulation at veterinarian school. Beast Boy mused he should have been a "people" doctor. Military contended if he wanted to listen to someone criticize his career choice, he would call his parents. He finished loading the ducks into the back of his truck.
Military demanded a $400,000 ransom or he would destroy the world. He planned to use it to pay off his massive school loan since the combination of a high cost of veterinary school and a low salary put him in a financial bind. Dr. Military resurfaced at the Jump City Technology Lab and raided it. He planned next to collect the $400,000 ransom. He surprised to see the Teen Titans confront him as turbo-charged cars. Military revealed his plans to use the ransom to pay off his crushing debt then summoned his duck army. The ducks opened fire on the Titans from their jeeps and tanks. Robin parallel parked between two crates and waited for the right moment to attack. Cyborg dodged cannon fire from tanks then unleashed his rocket launcher, taking down three tanks at once. Beast Boy chomped the back half of a jeep and part of a duck's coat. Military frantically pushed his remote control. Robin drove circles around him, making him drop the remote. Raven ran it over. The duck army's vehicles began to self-destruct but the Titans dried up and reverted to normal.
Military retreated to his truck and took aim with his laser cannon then gave them a chance to say any last words. Robin demanded his surrender or else. Military was amused. They mocked him and hinted they got washed in the morning and that always leads to rain. They transformed back into the Turbo Titans and chased after Military. After the 24 mile marker to the city, Military opened fire on the Titans. Starfire raised the drawbridge but Military easily sailed to the other side. Raven tossed her cloak on Military's truck. Beast Boy chomped up Military's laser cannon. He retreated down an alley in the city. Robin fired a tethered birdarang to the underside of a passing airplane and hoisted up in the air. He performed several flips, landed, and parallel parked, blocking Military's path. The truck was launched up into the air. Military was pinned. The police arrived. Military placed the duck theft on the Titans and claimed they were trying to take over the city. The police believed Military since he was the K-9 unit's veterinarian. The Turbo Titans were impounded at Car Jail.
Sticky Joe came to the Titans' rescue. Robin believed a former associate of Dr. Military was the key to their exoneration, Chip Racerson Jr., the six time championship driver. Racerson agreed to help but he unknowingly ate chips laced with voice poison by Dr. Military. Robin traced the voice poison back to the Top Secret Government Science Facility. The Titans burst through a wall and demanded the antidote to the poison. Dr. Military refused and unveiled his new master plan. He used the same laser that created the Turbo Titans to combine his molecules with a his truck and a tank then vowed to destroy the world. He began to grow too rapidly forcing the Titans to evacuate. Military burst through the facility and declared himself Dr. Military Vehicle. Military opened fire on them and vowed to destroy the Titans one by one. The Titans banded together. Cyborg turned into an aircraft carrier, Raven and Starfire turned into cannons, Robin turned into an anchor, and Beast Boy turned into a jet fighter.
Military refused to be defeated again and released several drones. Beast Boy took off, targeted the drones, and blew them up. Military attacked Cyborg. Raven called for evasive maneuvers. Cyborg reversed. Starfire returned fire then Robin deployed and knocked Military away and wrapped his chains around him. Military and Robin reverted to normal. Racerson was cured and he cleared the Titans' names with the police.
