Metropolis is one of the largest and wealthiest cities in the United States of America, founded by Swedish settlers on New Troy Island. It is also the home of Superman, its adopted son and protector. However, even the citizens of Metropolis began to favor the Elite over Superman. The tipping point was Atomic Skull's assault on Central Square. Once Atomic Skull's energy was absorbed by Coldcast, Manchester Black left his fate up to a bystander, Terrence Baxter, whose father was killed by the villain. Baxter asked Black to kill him. Superman and the Elite staged a final showdown in Metropolis around dawn. Superman managed to illustrate his stance by defeating the Elite without murder and made the world think he did.
