England is the dominant country in the United Kingdom. After several incidents, British intelligence took in Manchester and Vera Black and trained them in the art of covert affairs. They were eager to mold Manchester into England's own version of Superman but washed their hands of the angry youth after he went awol in Africa. After the Elite made themselves known, a woman in England named Mrs. Munsch came forward claiming to know all about them. Superman and Lois Lane began an investigation. Lane traced the Elite to MI-5 while Superman met the Elite. The encounter was cut short when the Chunnel was attacked by Pokolistani agents. Lane eventually reached an investigative dead end but was given intelligence by Vera Black.
