Joseph Martin was a college student caught in the wave of the alien device called the gene bomb and transformed into a radioactive monster. Martin came into conflict with Superman and eventually accepted the "role" of villain and took the name Atomic Skull after his favorite movie. Atomic Skull's power continued to evolve and grow over time. While walking the streets of Metropolis and disintegrating civilians, Atomic Skull encountered Superman. Superman eventually socked him into a lake and neutralized his powers. Superman restrained himself and carried Atomic Skull to prison. He was incarcerated at Stryker's Island Penitentiary where his energy was siphoned off into the city's power grid. However, Atomic Skull's powers grew even stronger and he escaped prison.
Atomic Skull rampaged in Central Square but was opposed by the Elite and Superman. Coldcast managed to absorb Atomic Skull's energy and left him powerless. Manchester Black left Atomic Skull's fate to the civilans. Terrence Baxter, whose father was just killed by the villain, implored Manchester to kill him. Manchester used telekinesis to shatter Atomic Skull's head into pieces. As the people cheered for the Elite, Superman draped his cape over Atomic Skull's body.
