Fawcett City has its share of criminal elements. In the downtown area, a red haired punk leads a small band of street husslers. They even stooped to stealing money from a homeless man named Mister Tawky Tawny. Billy Batson tried to step in but was smacked by the leader. The next day, Batson met the punks again and happily transformed into Captain Marvel to teach them a lesson.
