When the scientist, Jor-El announced the eventual destruction of Krypton, a chain of events led to him sending son off in a lifeboat spaceship. Decades after, Kal-El thought he was the only survivor of Krypton. However, at the same time, Zor-L launched his daughter, Kara-Zor-L into space with his Symbioship. Unlike Jor-El's ship, the Symbioship would take decades to arrive on Earth. In the meantime, Kara Zor-L was put into a state of suspended animation where she interacted in a virtual simulation of Krypton. By the time Zor-L landed on Earth, she was in her 20's.
Zor-L's assimilation to life on Earth was difficult but she was befriended by a reporter named Andrew Vinson. She took on the alias of Karen Starr and worked as a computer programmer. Starr then doubled as a new super hero named Power Girl and joined the Justice Society of America.
After Lex Luthor became President, she volunteered to work with the government. Three years later, he returned to his campaign against Superman. Luthor fabricated a story that the approaching Kryptonite meteor was altering Superman's mind and making him insane. Luthor presented proof of threat when Superman supposedly murdered Metallo. He then issued a $1 Billion bounty on the hero. Superman was forced to go underground and several super villains tried to capture him. Luthor then assembled a government task force made up of super heroes finish the job. Power Girl was one of the heroes selected, most likely because she was one of the few able to fight Superman on equal ground.
However, she was hesitant to accept that Superman went insane. Superman and Batman were able to whisk her away to the Daily Planet rooftop and convince her to trust her instincts. She helped them fight against her comrades. However, she punched Major Force so hard, he was rendered unstable and was about to detonate. Captain Atom and Black Lightning contained the psychopath's radiation. Power Girl then led them to a secret government facility that was monitoring the impending Kryptonite meteor. Superman and Batman then assigned her to meet up with their ally, Toyman, at his headquarters in Tokyo. She was offended and embarrassed when Toyman tested his X-Ray goggles on her. While standing guard, she was attacked and knocked unconscious by Lex Luthor.
