Air Force Captain, Nathanial Adam, was court-martialed on the charge of murder and high treason. In order to prove his innocence, Adam volunteered for a top secret project called the Captain Atom Project. The Project staff was ordered to utilize an alien alloy as a military application.. The staff theorized that the alloy would shield its possessor from even an atomic blast. On May 1968, the test explosion melded the alloy to Adam turning him from human to quantum energy and was thrown into the present.
Captain Atom volunteered for the task force of heroes working for the government, most likely from his history of service to the Air Force. He truly believed that Luthor was using his intellect for good. After Lex Luthor became President, he returned to his campaign against Superman. Luthor fabricated a story that the approaching Kryptonite meteor was altering Superman's mind and making him insane. Luthor presented proof of threat when Superman supposedly murdered Metallo. He then issued a $1 Billion bounty on the hero. Superman was forced to go underground and several super villains tried to capture him. A federal warrant on Superman was issued and Captain Atom and the other heroes were intent on serving it. They arrived and Atom took out the legion of supervillains left standing with a shock wave of energy.
However, Atom quickly realized his teammate and rival, Major Force was an unstable addition to the team. Upon overhearing Batman's deduction of Force, he backed down on trying to arrest Superman and Batman. However, in the battle, Major Force was wounded and about to explode. Atom elected to absorb all of his radiation and prevent disaster. The process strained Atom and he fully recovered just as Batman left Earth to detonate the impending Kryptonite meteor.
