Two Lords of Chaos, M'Shulla and Gorrum, cast a spell and created the monster known as Kestrel. Its sole mission was to corrupt an agent of Order named Hawk. If this failed, then his secondary mission was to kill him. Since Kestrel possessed no physical form, its first goal was to possess the body of a human, albeit against his will. Once this occurs, Kestrel's evil and homicidal persona overwrites the host's.
When President Luthor issued a modest bounty on Superman and Batman, Kestrel was one of the world's super villains that arose to the occasion. Most likely it is uninterested in monetary gain, and seeks nothing but the murder of two of the greatest superheroes.
