Tony Woodward was a steelworker in Keystone City. Woodward caused a worker riot when he hit a female co-worker. His other co-workers retaliated by throwing him into a vat of molten steel. However, among the steel were scraps from S.T.A.R. Labs experiments. Woodward was turned into living metal and renamed himself Girder.
When President Luthor issued a modest bounty on Superman and Batman, Girder was one of the world's super villains that arose to the occasion. Girder was knocked out by Captain Atom when he arrived and released a giant shockwave.
