Despite Bruce Wayne's misgivings for building weapons systems, WayneTech constructed a stealth helicopter named the Raven X1-11. In addition to advanced communications and offensive technology, the Raven came with three special characteristics. First, it has a built-in silent running capability Stealth Mode. For the military, this is ideal for reconnaissance and covert operations. Second, it has a state-of-the-art cloaking device that renders itself invisible to all normal forms of radar and sonar detection. And third, it contains the Zero Visibility Flight (ZVF) Sensor System.
During a demonstration, the Raven was stolen by the Penguin, who then issued a $100 million ransom to Mayor Hill. During the theft, Wayne was temporarily blinded and used the ZVF technology to combat the Penguin. After the Raven was recovered, the project was terminated but Wayne secretly incorporated the cloaking device into the Batwing. It appears that this case is what led Bruce Wayne to actively turn down the creation of future technolgies into weapons and passed a clause that all such applications required his approval to continue.
