Orphaned at the age of 10, Eel O'Brian lived on the streets and fell into a life of crime. He believed the world pushed him around since he was a child and it was his turn to start pushing back. O'Brian worked himself to the role of a lowlevel gangster classified as Public Enemy #9669669. He was also infamous for being greedy and too slippery to catch hence the nickname "Eel." Eel O'Brian operated as a safecracker. During a bank job, he encountered Batman who tried to recruit him to the side of good. O'Brian refused and gave Batman the slip after his bomb went off. After a freak accident, O'Brian discovered his body was rubbery and he now had the power of elasticity. He took the name of Plastic Man and used his old contacts to fight crime, including his former allies.

Many welcomed Plastic Man's new lease on life, including his parole officer Archie Bronson, who believed it was a worthwhile way for him to repay his debt to society. Although Plastic Man had moderate success in defeating and capturing common crooks and supervillains, he was still mentally unstable and lacked the confidence of other superheroes. Bronson often stepped in and mentored him about his current case. Plastic Man struck up a friendship with Batman who deduced Eel O'Brian and Plastic Man were one in the same.

After defeating the Human Puddle, Mr. Pretzel, Firebug, The Tuxedo, Grasshopper, Professor Spindrift a week ago, Lady Granite, and a thief, Plastic Man found himself against an escaped Puddle. He beat Plastic Man at every turn until the hero realized the Human Puddle's weakness. Upon assaulting the Puddle with sponges and paper towels, Plastic Man manipulated him into the City Dam and Reservoir. However, Puddle blew a hole in the dam. Plastic Man quickly reacted and force fed Quick Drying Jellyfish Gelatin to the Puddle and enveloped himself over the dam. City Hall reacted by erasing six months off his record, however it'd take a year for the dam to be fixed.

Plastic Man came to the aid of an elderly woman whose purse was stolen. He attempted to use his shape shifting powers to come up with a composite sketch based on the woman's descriptions. However, he took things too literally and even thought it was Breadhead but he was still in jail. Eventually, she remembered the thief had a scar on his thumb shaped like an ampersand he got when he fell off the monkey bars in the third grade. Somehow, Plastic Man got the sketch right but the police mistook him for the criminal and arrested him. While on the way to mail payment of an overdue electric bill, Plastic Man encountered The Tuxedo and an old flame Lady Granite. However, when he got to the mail bin, he realized the envelope didn't have a stamp. Suddenly, The Fowl appeared and gave Plastic Man a stamp. The two then hung out and played video games. Plastic Man was later trapped in a television set by Flatscreen. He eventually dug his way out and placed Flatscreen in his own trap.
